The European Commission has published a decision in September to impose provisional anti-dumping duty of up to 58% on organic coated flat steel (OCS) from China.

The anti-dumping complaint initiating the investigation was filed by Eurofer in November 2011.

The Chinese import surges have seriously damaged the European OCS industry. China’s OCS market share jumped from 0.5% in 2004 to around 18% in Q4 2011, and this in a context of weakening OCS demand in Europe since 2008. The rise in market share is a result of subsidised raw materials and finished products as well as fiscal trade policies in China.

In view of the heavily subsidised steel production in China, Eurofer also filed an anti-subsidy complaint with the European Commission in January 2012. The complaint provides evidence that the China makes use a wide range of government support programmes covering all aspects of its steel industry. This investigation into subsidies as well as the investigation into the anti-dumping case will be finalised by March 2013.
